Povzetek
Projekt “ZAČNIMO ZDAJ. Nevladne organizacije se povezujemo, da zagotovimo večjo socialno varnost posameznika” predstavlja partnerstvo, katerega cilj je bil prenos znanja in izkušenj med partnerji na področju socialnega varstva. Vsi partnerji so nevladne organizacije, delujejo neprofitno, v dobrobit potrebam lokalnega prebivalstva. Prijavitelj je želel, s pomočjo partnerjev, pripraviti program dopolnilnih socialno varstvenih storitev, ki jih lahko nudijo nevladne organizacije in vzpostaviti vzorčno delovanje le-teh v Zgornji Savinjski dolini (ti. “pilotski projekt”). Tekom izvajanja projekta smo se osredotočili na specifično ciljno skupino, to so oskrbovalci – ljudje, ki skrbijo za svoje bolne družinske člane. Oba partnerja uspešno izvajata dejavnosti zanje že vrsto let, v Sloveniji pa takšne dejavnosti še niso vzpostavljene. Prijavitelj jih želi prenesti v svoje lokalno okolje, v zaključni fazi projekta je s tem razlogom pripravil akcijski načrt. V času zaključevanja projekta se je prijavitelj vključil v lokalno partnerstvo in pripravo Lokalne strategije za razvoj podeželja 2014-2020, v katero namerava vključiti omenjeno dejavnost in zanjo pridobiti zagonska sredstva.
Glavne projektne aktivnosti so bile vezane na izmenjavo znanja: dve mednarodni konferenci v Sloveniji in na Irskem, okrogla miza v Savinjski regiji, ogledi dobrih praks na Irskem, vrsta strokovnih srečanj pri obeh partnerjih v tujini, predstavitve irskih praks v Sloveniji. Poleg tega so bile aktivnosti vezane tudi na pripravo nadaljnjega načrta, prenosa novih dejavnosti, s katerim želi prijavitelj zadostili specifičnim potrebam prebivalstva v Zgornji Savinjski dolini. Pri snovanje le-tega, sta sodelovala oba tuja partnerja, predvsem s svetovanjem in izmenjavo mnenj, ki so se vršila ob delovnih obiskih in na medpartnerskih sestankih.
Slovenski udeleženci projekta so bili člani društva SPES, direktor zavoda Zlata leta iz Mozirja, župan občine Ljubno, predstavnica Kluba Zg. Savinjskih študentov, predsednica Hospic-a Celje, predstavnica Medgeneracijskega centra Celje, predstavnica Fakultete za socialno delo. Udeleženci iz partnerskih organizacij so bili njihovi zaposleni in ožji zunanji sodelavci.
S projektom smo želeli posredno spodbuditi sodelovanje nevladnih in vladnih organizacij na lokalni ravni, prispevati k vzpostavitvi učinkovitih socialnih programov in odpreti možnosti za uvajanje sistemskih sprememb na področju socialnega varstva v Sloveniji.
Summary
Project titled “LET US START NOW. Non-governmental organisations connect in order to ensure a higher level of social security for individuals” represent a social care-based partnership, the goal of which is knowledge and experience transfer among partners. All the partners are NGOs, non-profit organisations working for the good of the local people’s needs. Applicant wanted the partners to help prepare a program of social care services that can be provided by NGOs and establish a functioning model in the Upper Savinja valley (the so called “pilot project”). During the project we focused on specific group named carers, who are the people who care for their ill family members. Both partners from abroad are running such programmes successfully for over a decade. On the contrary, in Slovenia such services do not exist. The applicant wants to integrate them into local environment. With this in mind, an action plan has been written in the final phase of the project. Apart from that, the Society Spes has become a member of the Local Partnership and is collaborating in preparation of the Local Developmental Strategy for Rural Development 2014-2020. There is an intention to integrate new social approaches into the Strategy and later on get financial funds for new social programmes.
The main project activities were linked to the exchange of knowledge: two international conferences in Slovenia and Ireland, round table in Savinja region, tours of good practice in Ireland, professional meetings in Ireland, presentations of Irish practices in Slovenia. Apart from that, activities were linked to the preparation of an action plan for the transfer of new programmes which would meet local people’s needs. Both Irish partners were colaborating in preparation of this plan, with counseling and their experience during the mobilities and partner’s meetings.
Slovenian participants in the project were members of the Society SPES, director of office Zlata leta Mozirje, major of the municipality Ljubno, representative of the Student Club Upper Savinja Valley, president of the Hospic Celje, representative of the Intergenerational Centre Celje, representative of the Faculty for Social Work. Participants from partner organisations were these organisations’ staff.
With this project, we wish to indirectly encourage the participation of non-governmental and governmental organisations to contribute to the establishment of effective social programs and open up opportunities to introduce system changes in social protection in Slovenia.
